The pre-selected project adopts the "N+2" transaction method

In 2012, the Shenzhen Municipal Government Procurement Center conducted a public bidding for the “Pre-selected suppliers of furniture projects in 2012-2014”. The project is divided into four categories: comprehensive furniture, public seats, steel office archives furniture and teaching furniture. There are 15, 5, 10 and 10 suppliers respectively, and they are based in Shenzhen. Furniture companies are the mainstay. “Shenzhen has a large number of furniture enterprises, many of which have strong strengths, and have formed fierce competition within the city. Sample review is favored by purchasers

In the recently purchased teaching furniture procurement project, the Shenzhen Municipal Government Procurement Center purchased 45 kinds of furniture, including 4 kinds of furniture such as double-sided bookshelf, borrowing desk, double-layer steel frame bed and dormitory cabinet. Each bid supplier needs to place the sample one day before the bid opening and seal it for the experts to score.

Among the 100 points of the project, 36 points were divided into samples, and 4 samples each accounted for 9 points. The sample review was from appearance shape, size design, product structure and function, product material, product processing technology, etc. Aspects are considered.

"The current furniture project for public bidding is at least a project with a budget of 2 million yuan. In order to understand the materials and crafts of the furniture more intuitively, the purchaser is more willing to let the bidders provide the finished products." Xiong Xiaoming believes that it is really good to provide samples. However, it takes a lot of effort for the supplier to make the sample, which will increase the cost invisibly; for the procurement project, because it is necessary to reserve the time for the finished product, it will take longer than the ordinary project. Therefore, in order to purchase some relatively standardized and uncomplicated furniture, the Shenzhen Municipal Government Procurement Center will recommend that the procurement unit provide the bidder with a sample or no sample.

Third-party supervision needs to be strengthened

In February this year, the Shenzhen Municipal Finance Committee and the Shenzhen Municipal Government Procurement Center jointly issued the “Notice on the Trial of Third-Party Supervision Strategic Cooperation on Furniture Government Procurement Projects”, including the Shenzhen Development and Reform Commission and the Shenzhen Municipal Health and Family Planning Commission. The Shenzhen Public Security Bureau and other 7 units as pilot units will introduce third-party supervision for their furniture projects with a budget of more than 500,000 yuan (inclusive), and the procurement unit will choose whether to introduce them.

The introduction of third-party supervision of furniture projects is provided by third-party supervisors to provide furniture quality acceptance criteria, production supervision sampling and testing, and the issuance of goods quality acceptance reports; during the warranty period, there is a problem with the quality of the furniture, the supervision party It is subject to joint and several liability. It is not difficult to find that the introduction of third-party supervision has played a significant role in strengthening the supervision of furniture projects and ensuring the quality of furniture. However, as of now, seven pilot units have not yet introduced furniture projects to introduce third-party supervision.

“After the joint publication, the pilot unit has not yet had such a large amount of furniture projects.” Zhang Hui, deputy director of the Shenzhen Furniture Research and Development Institute Testing Center, said that “500,000 yuan” does not refer to the budget of the furniture itself, but to introduce third-party supervision.
