In 2014, the environmental protection industry was still suffering from the market, so the proposal of the Environmental Chamber of Commerce was also “promoting third-party governance and PPP mechanismsâ€. In 2016, after the opening of the environmental protection market, the issue of low-price bidding between enterprises was triggered. The proposal of the Environmental Chamber of Commerce became “to curb the vicious competition in the environmental protection industryâ€. This year, low-price bidding has been slowly reduced, and the issue of owners’ arrears has become more prominent. Therefore, the proposal became the “Proposal on Strengthening the Payment of Local Government Water Service Fees†(hereinafter referred to as “Proposalâ€).
The main customer of the environmental protection industry is the local government. It is understood that in recent years, some local governments have been owing water and sewage treatment fees more and more serious, and some even defaulted for several years, resulting in heavy financial burden on environmental protection enterprises. It has affected the long-term compliance operation of sewage treatment facilities.
“Last year, the difficulty of financing private enterprises has been more serious. However, through the attention of the top and the support of the financial industry, the dark moments of private enterprises have passed. Now the problem of local government arrears is more prominent.†President of the Environmental Chamber of Commerce Zhao Wei, chairman of Botian Environment, told reporters.
The Environmental Chamber of Commerce recommends that the payment of environmental protection facilities should also be included in the accountability of the central ecological environmental protection inspectors. For local government leaders who have long defaulted on environmental service fees, the performance evaluation should also limit promotion. This will help solve the problem of arrears and lay a good job in pollution prevention and control.
Arrears of water charges cause business to close down
In China, sewage treatment fees are of special origin. In accordance with the Regulations on Urban Drainage and Sewage Treatment and the Notice of the National Development and Reform Commission on the Relevant Issues Concerning the Formulation and Adjustment of Sewage Treatment Charges, the sewage treatment fee shall be paid by the drainage unit and the individual, and shall be earmarked for special purposes and shall not be intercepted, occupied or misappropriated.
However, due to the relatively low pricing of sewage treatment fees in many areas, and even the inversion of costs, there are still many objects that should be charged for the collection, so that the sewage treatment fees received are not enough to cover the cost.
The proposal shows that the average cost of sewage treatment in China is about 1.0-1.2/ton, while the average income from social sewage treatment is 0.8-1.0/ton, which has clearly shown the situation of “income and inversionâ€.
Take a city in the northeast as an example. In 2017, the sewage treatment fee was charged 55.14 million, but the cost should be 141 million, and the gap was as high as 85.86 million.
In this case, the funding gap in these cities needs to be covered by local finance. However, the problem is that due to the sharp decline in local fiscal revenue, the ability to pay is seriously insufficient, and sewage treatment fees have been taken care of.
The proposal shows that due to the fall of the northeast economy, the revenue of Liaoning Tieling fell from 9.43 billion in 2014 to 4.2 billion in 2016. As of 2017, the water service fee has been owed 88.15 million.
In addition to these reasons, sewage treatment fees also have problems such as low charging standards, low collection rates, no receivables, and malicious defaults of individual companies. The proposal shows that the sewage treatment fee of the sewage management office of Jianchang County, Huludao City, Liaoning Province has not been collected for two years.
The sewage treatment fee has not been paid normally for a long time, which will affect the long-term compliance operation of the sewage treatment facilities, and may even cause the sewage treatment enterprises to close down. Take Fujian Mingxi Huineng Environmental Protection Technology Co., Ltd. as an example, it mainly provides sewage waste treatment services for the Mingxi County Government. Since its official operation in 2010, the local government has not paid the garbage and sewage treatment fees according to the agreement, and the arrears have reached 13 million yuan. At the same time, it has not assisted the court in fulfilling the ruling. Enterprises can only rely on self-borrowing to maintain facilities operations, and finally forced to auction the sewage plant because of arrears.
Call for a long-term mechanism
In November last year, the State Council executive meeting put forward "resolutely put an end to the arrears of private enterprise accounts." In January of this year, the Ministry of Ecology and Environment and the National Federation of Industry and Commerce issued the "Opinions on Supporting the Green Development of Private Enterprises Serving", which required local governments and state-owned enterprises to strictly enforce their obligations in accordance with the law and prevent the arrears of environmental protection projects of private enterprises. With the promotion of multiple departments, the situation of arrears has been alleviated.
Zhang Genhua, executive president of the Environmental Chamber of Commerce and president of the Clean Environment, said that since November last year, the state’s support for private enterprises has increased significantly, and various policies have been introduced to help private enterprises to solve difficulties, including the owing of local governments and state-owned enterprises. The central bank owes money.
“In the past, environmental enterprises were looking for leaders to talk about how to owe them. Now, the leaders are actively looking for environmental protection companies to talk about how to solve them, and many big companies have clearly stated their views. New trends," he said.
In this case, the company has already felt the change. Zhang Genhua said that they had a total of more than 2 billion accounts receivable, mainly concentrated in more than 20 large state-owned enterprises and central enterprises. Since the end of last year, the rate of payment has been significantly accelerated, and it can guarantee that more than 80% of enterprises will be cleared on June 30.
Zhao Wei also said that he also learned that the State Council is increasing the liquidity of environmental debts. On February 4th, the New Year's Eve holiday, the State Council is still in a meeting on February 3, requiring environmental protection companies to report on the arrears of funds, which made him see hope.
However, Zhao Wei feels that the solution to these problems should not be "sports", but should establish a long-term mechanism. "
Yang Bin, executive chairman of the Environmental Chamber of Commerce and general manager of Capital Partners, also said that the local government's default on sewage treatment costs is due to the lack of local government's compliance awareness and ability to perform.
"As a company, we pay more attention to the local government's awareness of compliance, because the local government's money is always insufficient. Where is the limited cost used and whether it can be fulfilled? It is very important for environmental protection companies."
